Job Title : Protection Officer Ukraine (National Hire)

Location : Lviv, Ukraine

Reports to : Ukraine Response Director

Job Purpose

The Safeguarding Officer oversees the implementation of GOAL’s safeguarding policies and guidelines, including the Child + Adult Safeguarding Policy, Child Protection (CP) Policy, Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) Policy, the Code of Conduct (CoC) and the Whistleblowing Policy, with the aim of creating a working environment free from sexual exploitation and abuse of children or adults perpetrated by GOAL Members

Key Responsibilities

  • Protection : The Safeguarding Officer will champion components of protection mainstreaming in all projects whilst representing GOAL in national networks related to PSEA and Protection in GOAL’s interaction with stakeholders of the prevention and response system at the country level.
  • The candidate will also be responsible for the development, implementation and monitoring of the Safeguarding Action Plan with guidance from the Global Safeguarding Advisor.

  • Programme Operations Support : The candidate will provide programme support to GOAL Ukraine Response operations and ensure that Safeguarding principles and policies are applied.
  • The Safeguarding Officer will ensure that programme, systems and other departments understand and mainstream all stakeholders safeguarding needs including men, women, boys and girls affected by the Ukraine conflict

  • Oversight of Partners and suppliers : Raising GOAL staff and other stakeholders (including but not limited to partners, contractors and consultants, suppliers’ staff) knowledge and awareness in Safeguarding related topics that align with GOAL’s Safeguarding Policies.
  • Inductions and Training : The candidate will additionally maintain and regularly train a network of Safeguarding Focal Points across GOAL Ukraine Response operations and our Partner offices, provide inductions and mandatory trainings to new staffConduct inductions and ongoing capacity building of HQ staff in general safeguarding issues, through formal training, discussion of case studies, refresher sessions, etc.
  • Response to concerns : Support Safeguarding investigations, when required, in collaboration with the Investigation Unit at HQ and the Global Safeguarding Advisor.
  • Essential :

  • Degree level qualification in Human Rights, Protection, Psychology or Psychosocial Support, Social Studies or other relevant areas.
  • Minimum of 3 (Three) years of work experience with NGOs and / or Humanitarian agencies.
  • Experience in or good understanding of Safeguarding in the international humanitarian aid context.
  • Ability to manage information, working independently and leveraging cross-department support.
  • Experience in training delivery and capacity support to colleagues and partners.
  • ICT skills, including strong knowledge of MS Office applications.
  • Working English language skills (spoken and written).
  • Ukrainian and Russian language skills (spoken and written)
  • Job Specific Skills & Competencies

  • Experience conducting context analysis, child protection and gender programming, preferably in an NGO context
  • Demonstrable interest in working to prevent SEA.
  • Skilled in identifying and mitigating risks.
  • Ability to work collaboratively with a wide range of stakeholders.
  • Ability to quickly build personal rapport, trust, ease of communication and active listening.
  • Empathy for the challenges survivors face in reporting and for the pressures an investigation places on stakeholders in general, including the alleged perpetrator and management.
  • Commitment to, and knowledge of the Common Humanitarian Standards
  • Excellent self-awareness and understanding of the need for self-care, personal strength and resources to face possible hostilities related to its tasks.
  • Strong commitment to confidentiality, experience of confidential case management systems
  • Strong moral integrity.
  • Commitment to upholding GOAL’s values; demonstrating integrity, diplomacy, professionalism, reliability, and resilience
