Between February 7-23,2022, an IRC team undertook a scoping mission covering Poland and Ukraine tobetter understand the context, humanitarian and civil society landscape, andanticipated service gaps in the event of an escalation of conflict in Ukraine.

As of February 24th, the IRC has pivoted to an emergency response, and haveidentified partner agencies in Ukraine and Poland to facilitate immediateassistance that can be used where it is the most needed.

Simultaneously, theIRC is establishing operations across Ukraine to complement partner response services either in breadth or scale.

Scope of work

The MEALAssistant will be responsible for supporting the feedback and communityengagement work for the IRC’s emergency response programming, ensuring all communityfeedback is collected and responded to in a timely manner.

The MEAL Assistantwill also be responsible for supporting other MEAL activities, as needed. S(H)ewill work closely with the MEAL Officers to ensure the timely availability of analyzeddata to inform project decision making and monitoring for action.

S(H)e willconduct monitoring visits and provide capacity building support to ensure allprogram data collected is of high quality, and to ensure that feedbackmechanisms, monitoring tasks and needs assessment are conducted and of highquality.

Feedback / CommunityEngagement Planning, Implementation, and Monitoring

Verify that the feedback channels for all sectors are in-place : this may include, responding to the feedback hotline, conducting field visits, surveys and / or facilitating focus group discussions

  • Support reports on the implementation and use of feedback channels, per sector, including limitations and challenges;
  • Communicate successes and challenges of each feedback mechanism or channel to the Client Responsiveness Officer and Manager, in writing and verbally.

    For cross-cutting feedback channels, such as a hotline : receive, report, and respond to feedback from clients during working hours.

    Classify feedback, inquiries, and complaints according to IRC risk levels.

    Regularly record feedback received and responses given using IRC templates and reporting mechanisms; provide feedback data to external working groups

    Ensure that clients receive responses to inquiries, requests, and complaints, and keep a record of how and when the IRC responded.

    Report on the number of cases that are closed / responded to, and the timeframe in which they are responded to.

    Report on any challenges encountered with the feedback channels.


    Accompany teams to visit sites and support with MEAL activities in the field, as needed.

    Act as a data collector for monitoring activities, including calling clients to request information, documentation of client calls, and completing survey data collection.

    Travel to the field to complete needs assessments with community members of affected communities.

    Support with any data entry, transcription, or translation, as needed

    Administrative activities and other duties as assigned by supervisor.

    HumanResource Management

    The MEAL assistant willnot supervise any position.

    Other duties as assigned.


    Excellent knowledge of Word, Outlook, and Excel.

    Excellent organization skills : the ability to work independently and productively in a fast-paced environment.

    Must be a team player with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion and diplomacy.

    Ability to be innovative, flexible, and adaptive.

    Must be currently located in : Vinnytsia

    Must be fluent in : Ukrainian, Russian and English a plus


    The position will bebased in Vinnytsia with travel to field sites. The position willrequire visits to the field to monitor program work.

    The position may berequired to travel outside of duty station oblast.
