We are seeking a Biodefense Technical Assistance Manager to provide assistance in implementation of U.S. Department of Defense’s Biological Threat Reduction Program (BTRP) for Countering Especially Dangerous Pathogen (EDP) Threats in Ukraine.
Project goals are to enhance capabilities of the Government of Ukraine (GoUA) to detect and respond to outbreaks of EDPs;
assist with the development of legislation in biosafety and biosecurity, and public health; sustain previously constructed / renovated diagnostic laboratories;
develop and implement biological research projects; support participation of Ukrainian scientists in international conferences;
deliver biosafety and biosecurity (BS&S) and biosurveillance (BSV) trainings; ensure sustainment and transition of program activities;
and support scientific engagement and grant mentorship.
The selected candidate for Technical Assistance Manager (TAM) role shall provide regulatory and technical assistance to v with the development and revision of national biosafety, biosecurity and public health laws that are align with international standards.
The updated laws shall improve GoUA’s ability to detect, report and respond, to outbreaks in accordance with international guidelines, standards, and best practices.
The TAM will also lead efforts to transition and institutionalize project activities in Ukraine.
TAM responsibilities include but are not limited to :
Identify regulatory reforms needed to support the BTRP mission in Ukraine and establish a regulatory framework that supports the BTRP mission and priority objectives for Ukraine.
Contribute to the development of the drafts legislative acts, with the assistance of subject matter experts (SMEs), including, but not limited to, drafting sections of these documents and associated supporting documents.
Compile and process input and feedback from national stakeholders, international partners, other consultants, and SMEs.
Provide technical support and advocacy to the developed draft legislation in co-operation with other national and international experts, at workshops, seminars and other project-related events.
Provide recommendations for updating legislative, regulatory, other governing documents. Assist the GoUA in implementing and enforcing the best practices to achieve compliance.
Plan and execute a strategic plan for a sustainable transition and institutionalization of the BTRP program activities and support development of new capabilities in Ukraine that endure without BTRP assistance by the end of the Period of Performance.
Participate in meetings with DTRA, GoUA, international partners, and communication between SMEs and project management team.
Prepare and summarize outcomes of meeting and discussions within assigned scope of work.
Here’s What You’ll Need :
Master’s degree in relevant technical fields, such as public health, international development, law, etc..
Minimum five years of experience working with public or private institutions dealing with public health and / or biological safety and security matters.
Experience developing and / or reforming policies and regulations related to healthcare, biological laboratories, biological science, or related fields.
Ideally, You'll Also Have :
Knowledge of Ukrainian law-making requirements and procedures.
Knowledge of Ukraine.
