The Programme Manager (PM) will be responsible for overseeing all projects run by GOAL and its local partners, managing a team of national staff in Ukraine.

The PM oversees the implementation of GOAL Ukraine Response activities and will have the overall responsibility of ensuring GOAL’s systems and procedures are followed, and direct supervision of GOAL programme team in Ukraine.

The PM will work closely with GOAL Ukraine Response Director in ensuring its programmes are carried out in an efficient manner and in accordance with GOAL, donor and Government of Ukraine standards and regulations.

The PM will also participate in the development of new programme plans, providing local knowledge in relation to ways GOAL can build on its current operation in Ukraine.

This is a Lviv-based position, with regular travel to project sites in Ukraine.


The Programme Manager will have a proven track record in the design, delivery and evaluation of NGO programmes. S / He will have the capacity to manage a team of individuals from a variety of professional backgrounds a) delivering a multi-faceted role and b) working with partner NGOs and other stakeholders across a range of programme themes.


The following responsibilities will form the key elements of the PM role :

Programme Management

  • Manage the development of the GOAL Ukraine Response activities.
  • Manage, guide and support the programme team, overseeing all aspects of their work co-ordination, supervision, monitoring, capacity building, research, programme design and development, programme implementation, evaluation, etc.
  • This will include regular visits to GOAL-supported programmes and partners.

  • Develop action plans with all colleagues and monitor the delivery of those action plans.
  • Co-ordinate with programme colleagues in the identification of capacity building needs within the programme team and address accordingly.
  • Liaise with GOAL Ukraine implementing partners as required, offering advice on programme development as appropriate.
  • In coordination with the Ukraine Response Director, take a lead role in a) the selection of areas in which to develop GOAL-supported programmes;
  • b) the process of programme development in new areas, directing GOAL Ukraine Response staff accordingly, and c) the process of partner identification and selection in agreed programme areas.

  • Co-ordinate with the GOAL Ukraine Response colleagues to ensure the establishment, implementation and monitoring of policies and procedures that a) enhance the delivery of GOAL’s programme and b) minimise the risk to GOAL’s investment.
  • Contribute to the development of systems among GOAL’s implementing partners as required.
  • Identify problems related to programs and take the initiative to solve them in a timely and sustainable manner
  • Participate in the screening and hiring of new staff within appropriate and established guidelines.
  • Where necessary develop new policies and procedures to protect staff, beneficiaries and ensure projects run smoothly and effectively.
  • Supporting the development of new projects and areas of work.
  • Actively co-ordinate with all colleagues in the organisation and contribute to a constant level of integration between members of the programme, administration and finance teams.
  • Reporting & Documentation

  • Provide regular updates to the GOAL Ukraine Response Director on all programme-related matters.
  • Co-ordinate and prepare all draft reporting and documentation requirements for the Ukraine Response Director in accordance with relevant schedules.
  • Ensure timely, accurate and relevant reporting within the programme team on all programme related matters, especially arising from programme research, monitoring visits, evaluation, etc.
  • Support the development of programme concept notes and programme proposals for presentation to GOAL Head Office on an annual basis.
  • Keep abreast of all major humanitarian issues in Ukraine.
  • Stakeholder Management

  • Communicate and co-ordinate with a broad range of stakeholders with the potential to influence GOAL Ukraine Response. Among others, these should include :
  • GOAL-supported partner organisations, implementing programmes with the funding and assistance of GOAL.
  • Community members in GOAL’s areas of operation urban and rural.
  • District level government representatives in GOAL’s project areas.
  • Representatives from GOAL Head Office and other fields of operation.
  • Other International NGOs and national donor agencies, particularly, though not exclusively, those also providing funding to GOAL’s implementing partner organisations.
  • Raise the profile of GOAL through this communication and co-ordination and share models of good practice developed by GOAL Ukraine Response.
  • Represent GOAL at meetings with local government, donors and working partners.
  • Co-ordination

    Work with the Ukraine Response Director to develop maximum co-ordination between the Programme, Administration and Finance Sections of the organisation, particularly with a view to enhancing GOAL Ukraine Response quality and reducing any risk to GOAL’s projects.


  • At least 5 years of working in a management position in an INGO, NGO, development, or humanitarian agency.
  • Bachelor’s Degree in international relations, human rights, or any relevant field.
  • Fluent Ukrainian and Russian
  • Experience of working with the Government of Ukraine.
  • Excellent communication skills, both written and verbal.
  • Be able to speak, write and read fluently in English.
  • Experience of leading teams of at least 5 people.
  • Excellent team working skills, with the ability to both lead teams and empower more junior members of the team to develop.
  • Experience of designing and implementing new projects and programmes.
  • Experience of monitoring projects and programs.
  • Enthusiasm to work in challenging and uncomfortable war affected communities.
  • Previous experience of working in shelter, humanitarian cash delivery, livelihoods or child protection advantageous
  • Ability to remain enthusiastic about one’s work and to motivate colleagues.
  • Ability to support and motivate staff working in challenging circumstances
  • Creativity, ability to think independently, ability to communicate concisely and directly, and ability to take initiative and independent action in solving problems.
  • Ability to travel regularly (up to 40% of the time).
