Background :

More than 3.6 million people have fled across borders toseek safety in the 1st month since theescalation of conflict in Ukraine on February 24, 2022, and over 6.

5million Ukrainians are reported to be displaced. As the vast majority of the displaced are women, girls, and boys, this could become the worst humanitarian crisis Europe has seen in decades.

Between February 7-23, 2022, an IRC team undertook ascoping mission covering Poland and Ukraine to better understand the context,humanitarian and civil society landscape, and anticipated service gaps in theevent of an escalation of conflict in Ukraine and consequent displacement intoneighboring Poland.

As of February 24th, the IRC has pivoted to anemergency response, and have identified partner agencies in Ukraine and Polandto facilitate immediate assistance that can be used where it is the mostneeded.

Simultaneously, the IRC is establishing operations across Ukraine andPoland to complement partner response services either in breadth or scale.

Job Overview / Summary :

The Finance Manager reports to the Deputy Director of Finance andis a direct partner to the Senior Management Team overseeing the IRC’soperations in Ukraine.

The position will be based in Vinnytsia, Ukraine.

Specific Duties :

  • Managing all aspects of day to day operations of accounting department
  • Assist in the implementation of finance policies, procedures and systems
  • Ensure compliance with IRC procedures and guidelines
  • Review all payment documents for proper and adequate back-up
  • Review all expenditure worksheets for accuracy and completeness
  • Review spreadsheets from field sites before uploading to sun.
  • Conduct regular timesheets audit to ensure consistent adherence
  • Give feedback to Field Finance offices regarding their monthly templates.
  • In liaison with Logistics and Administration departments, prepare commitment lists every month for financial obligations already entered into but not captured in financial reports.
  • Review bank reconciliation monthly from main office Cashier and field site.
  • Liaison with bank on all banking issues.
  • Forward to the Payroll Administrator every month, outstanding personnel advances and charges related to D7, for recovery.
  • Personnel Management :

  • Serve as a technical resource person for the accounting department. Assist on matters relating to payroll processing and be the finance focal person on payroll issues.
  • Administrative Duties :

  • Supervise all activities done daily in the Accounts department.
  • Logistics Duties :

  • Review all POs and PRs forproper coding and budget adequacy before approval.
  • In liaison with Logistics department, preparecommitment lists every month for financial obligations already entered into butnot captured in financial reports,
  • Finance / Budgeting :

  • Act at all times in accordance with country law and standards of accounting practice.
  • Review, with the objective of gaining a clear understanding, budget guidelines and instructions.
  • Review funding allocations to enable proper guidance to programs and proper coding.
  • Provide training to program staff on finance issues.
  • Be receptive to training provided and to develop his or her technical and professional competence.
  • Follow any new procedures and guidelines designated in circulars from the Country Director and Deputy Director Finance.
  • Manage and consolidate all cash book for uploading in NY.
  • Produce monthly, balance sheet reconciliation and quarterly reports to be reviewed by Deputy Director Finance.
  • In coordination with Grant Coordinator prepare update monthly financial report ( FM01) to be submitted to NY,
  • Coordinate consolidation of spending plan and cash forecast and prepare cash transfer request to headquarters and IRC / Germany.
  • Security / Communication :

  • Communicate with Finance Controller on security issues within the office and outside the office.
  • Report to the Finance Controller any irregularities that occur within the IRC office, staff compound and camps on policy and procedures.
  • Qualifications :

  • Bachelor’s degree in Accounting, CPAor ACCA.
  • Advanced Diploma in Accountingfrom recognized College / Institutions with a minimum of three (3) years ofaccounting experience.
  • Computer literate with significant experience in excel,accounting package knowledge (ERP ) will be an added advantage.
  • The candidateshould be mature, with stable personality and ability to maintainconfidentiality.
