Overall Responsibilities :
This position will manage the full process of preparation the tech specification for software procurements appointed to reinforce current operational capability and agility of the Supply Chain Management Cycle of the Government of Ukraine Central Procurement Agency (CPA).
Takes a coordinating lead, working closely with the Central Procurement Agency (CPA) and SAFEMed sub-contractor(s) to ensure that proper project management system and tools are in place that will satisfy customer’s requirements and SAFEMed sub-contractor(s) capacity in the most cost-effective manner.
Manage SAFEMed sub-contractor(s) team of developers to ensure the successful development and operational deployment of priority IT systems.
Required :
Required :
At least three (3) years of work experience in IT industry
3 years of IT Business / System analyst experience in any methodology
Proven evidence of successfully completed national level IT projects
Experience of completed IT products acceptance testing (both, UAT and non-functional)
Experience with different types of analysis : Business process analysis, Object-oriented analysis, Structured analysis, etc.
Proven expertise with development of documents on standard operating procedures (SOP)
Experience in technical specification development, DB design,API design, etc
Preferred :
Experience with S&OP procedures in pharmaceutical supply chain
Experience working with government institutions
PM or PO experience / education
Experience with Government IT sector
Experience in International Donor’s IT projects
Required :
Strong understanding of SDLC (software development life cycle), best practices and technologies, including requirements management
Strong understanding of Agile / Scrum methodologies
Approaches in backlogs management and task tracking
Deep knowledge of requirements elicitation techniques
Deep knowledge of BPMN and UML
Practical experience to work with Jira and Confluence PM too
Ability to prioritize and spot quickly urgent tasks that need immediate attention
Possess effective problem-solving, negotiation, and decision-making skills
Ability to analyze, document, and effectively communicate business requirements and technical design
Excellent communication and team management skills
Fluency in command of written and spoken English (level B2), Ukrainian and Russian (fluent).
Preferred :
Advanced knowledge of supply chain operations management, supply planning
Overall understanding of inventory management
