The war broke out in Ukraine in February 2022. Since then, millions ofpeople have fled in the different regions of the country, raising a big concernon how to manage such an immense flux of displaced people.

General purpose of the position

The Emergency Programme Manager is in charge of the planning,implementation, supervision, monitoring and reporting of all the emergencyinterventions in frontlines areas

Main responsibilities and tasks

The Emergency Programme Manager will :

  • Guarantee an efficient financial management for the projects incompliance with INTERSOS’ model and donor regulations.
  • Team management and project integration assurance for teams working atthe targeted health / protection facilities and IDPs centers in order toguarantee projects quality as per required standards.
  • Deliver quality reports for donors, authorities and INTERSOS in goodquality and timely manner, including the findings in terms of impact / changes atthe level of beneficiaries achieved through the projects.
  • More specifically :

    Ensure a proper planning of the activities to be implemented :

  • Liaise with admin-fin department to secure proper staff recruitmentand regularly update HR files
  • Prepare and organize training for volunteers and team members
  • Organize and conduct project kick-off and presentation / sharing ofproject with teams
  • Constantly monitor and analyse the humanitarian situation in the area ofintervention in order to evaluate together with the head of base and theProgramme Coordinator the possibility to organize fast emergency interventionsfor the affected population
  • Plan and organize emergency need assessments in hard to reach locations
  • Plan and organize ad hoc emergency humanitarian intervention and NFIsdistributions in the targeted areas affected by the conflict
  • Prepare and regularly review a detailed activity plan with team
  • Verify the targeting and selection of the beneficiaries
  • Permanent on-job coaching of teams to work on quality in delivery
  • Financial management and procurement :

  • Prepare, monitor and implement financial and procurement plan in closecoordination with the admin-fin and logistics department
  • Verify and approve all purchases / contracts and budget line allocations
  • Verify on a weekly basis the book-keeping entries in the INTERSOSaccounting spread sheets (Journal) : verify budget line allocations, budgetexpenditure status against actual delivery and the financial plan for theremainder project implementation period, in coordination with financedepartment
  • Ensure for all purchases / contracts of goods / services / supplies thecorrect INTERSOS procurement guidelines are applied and properly documented(also for the procedures applied by the municipalities),in close coordination with the admin-fin and logistics department
  • Verify the list of expenditures prior to finalizing the interim andfinal financial reports
  • Holds final responsibility for verification of all support documents’completeness and correctness
  • Manage team and to provide relevant capacity building and on-jobcoaching to the project team :

  • Manage and evaluate the performance of the project staff directly managedand ensure that evaluation procedures are implemented for the rest of the team
  • Conduct weekly and monthly meetings with the team to review theplanning and discuss the main concerns to focus on for the upcoming period
  • Ensure use of correct / relevant forms for assessments and reporting bythe team
  • Ensure teams respect INTERSOS rules and guidelines to the mission andadhere to INTERSOS code of conduct and charter of values
  • Monitoring & Evaluation :

  • Ensure monitoring and verification for the targeting of beneficiaries,also through ad-hoc monitoring tools and field visit
  • Ensure the full accountability to the beneficiaries
  • Reporting :

  • Ensure quality reporting on achievements against weekly and monthlyperformance reports containing clear quantitative and qualitative informationrelated to the activities.
  • Secure weekly and monthly reporting per team and compile, review andanalyses reports on monthly bases to be reflected in INTERSOS’ PAT reportingtool
  • Hold final responsibility for all support documents (means ofverification) and general project documents
  • Deliver regular communication products (including pictures) on theproject to be used by the INTERSOS communication department in differentoutlets
  • Coordination and representation :

  • Ensure regular updates to donor representatives in coordination withthe Head of Base.
  • Coordinate with relevant line-ministries and local authorities for theimplementation of the projects.
  • Support INTERSOS with the implementation of the Country Strategy, inparticular for the development of specific and detailed sector strategies.
  • Perform any other related duties as required.

    Higher

    education : Economics, Political Science, University degree in humanitarian

    issues. Alternatively, solid field experience.

    Professional experience

  • At least 3 years of experience in coordination and management positions in emergency humanitarian contexts
  • Professional requirements

  • Experiencein the implementation of emergency activities funded by UN or ECHO donors and / or otherdonors
  • Goodproject proposal and report writing skills
  • Ability to plan and organize emergency field assessment in hard to reach locations
  • Goodcapacity to analyse the context and possibilities for expansion of the mission / operations
  • Goodorganisational, management and planning skills.
  • Abilityto work under tight deadlines, with little supervision and under pressure
  • Strongcommunication, written and verbal, and relationship building skills withexperience in managing teams
  • Ability to take initiative and work

    Languages

    Fluent English(spoken, read, written) essential. Good knowledge of Ukrainian and / or Russian(desirable).

    General Conditions - Type of duty station Non family duty station Remuneration According to position and seniority Transportation Round-trip flight.

  • For any mission lasting at least 12 months, at 9 months one free plane ticket to the Country of residency and back to the mission for the humanitarian worker Medical insurance Medical Insurance;
  • reimbursement for vaccines, medical certificate and PCR test for deployment; psychosocial support on request Visa Visas Annual leave 2.

    Induction Online orientation course Notes 1 INTERSOS applies a Learning & Development Policy which includes the possibility to receive capacitation and to participate in internal and external training.

    Priority will be given to Staff working for INTERSOS for more than two years. Staff with a seniority >

    2 with a demonstrated good performance and high commitment will be invited to be part of the INTERSOS Pool and to create their Personal Development Plan .

    They will be then accompanied individually by the Personnel Development Coordinator to shape their capacity-building plan.
